Romania Online Gambling: Multiple Domains Under a Single Class I Licence
Under the Romanian online gambling regulatory regime, holders of a Class I licence may operate online gambling services through multiple domains, subject to the relevant authorisations issued by the National Gambling Office (ONJN). In practice, this enables licensed operators to structure their activity across multiple consumer-facing websites and brands within a single licensing framework, provided that all applicable compliance and authorisation requirements are met.
Recent LinkedIn statement by ONJN President Vlad-Cristian Soare indicate that the current treatment of multi-domain structures may be subject to future regulatory review or amendment. In particular, he has noted that the possibility for an unlimited number of websites to operate under a single licence, while functioning as distinct brands in the market and being subject to a single tax regime, is an aspect of the current framework that “can no longer continue.”
No legislative amendments have been adopted at this stage. However, in light of these statements, the regulatory framework governing the use of multiple domains under a single Class I licence may be subject to future changes, including potential limitations or revised compliance requirements.
At present, the legal framework remains unchanged, and operators may continue to operate multiple domains under a single Class I licence, subject to ONJN authorisation requirements.
